File missing or corrupt: hal.dll

After an interruption to power my system (Dimension 8400) shutdown.  When I restarted it, I received the following message:

Windows could not start because the following file is missing or corrupt: \system 32\hal.dll.  Please reinstall a copy of the above file.

 

How can I reinstall the file when the system won't boot into windows?  I've tried the restore option but it won't work because it doesn't find a hard drive.

 

Any ideas of what I can try next?
