So sorry, I should have included my info but was very frustrated!
I have a dimension 9100, about 2.5 years old.
the D drive is   TSST    DVD-ROM TS-H352c
The E drive is  NEC DVD- RW  ND3530A
I can access these drives from other user accounts, but not from the administrator account, (which seems almost backwards to me).

Try creating another administrator account and then see if you access the drives.

I created another admin account and it would not let me  access my drives.
I changed one of my accounts from limited to admin, and I was able to access.   ???

You're going to have to sort this out by checking the accounts and finding the common thread among the accounts that can access your drive versus those that can't.

Thanks for your input.
As I am not a techie, I have no clue how to do this.  Guess I will have to just access from the accounts that allow me to until someone shows up that can walk me through it.  Thanks.

Reinstalling the OS will also fix this, but as the drive is operational, this becomes a software issue.

Can you tell me anything to try in layman's terms to get this taken care of?  Or to see where the problem lies?  You mention software - but arent' the drives a hardware problem?   These drives both seem to be very temperamental - they only work with one user account and then only sometimes.   What about updating or reinstalling drivers?  Anything you can tell me will be helpful, and please remember that I need layman's directions.  I am not a dummy and will be able to do what ever you tell me as long as it's not in technical terms! 
The problem with reinstalling the o.s. (and correct me if I'm wrong), is that I cannot backup any files at this time because the darn drives won't let me!  Means I'll lose everything, right?

Ok, you have at least one account where the drives work, correct? What you need to do is copy all files you need to back up into the shared files folder. Then they'll be accessible from any account.

Next, create new accounts for each user who is not able to access the CD drive. Applications that are not available to limited users can generally be fixed by temporarily changing the user to administrator, creating a shortcut to the application then changing the user back to limited.

I have tried changing my limited users to administrator accounts with no luck.
I am not having a problem accessing any programs, but just backing them up to the E drive.
The biggest problem is my checking program.  I can access from user account "A", but then cannot backup to a cd from that account because it won't read the drive.
If I go out of that account, sign in under user account"B", and then back up, it is okay.  I want to access all drives from all user accounts.  Is there something I'm just not getting?

Try logging in to one of the accounts that cannot access your optical drives and follow these instructions.

I'm running short on ideas. Let me ask Jeff to take a peak.
