You have not provided enough information to indicate how you know this is a hard drive issue. There are lots of components in a computer other than the hard drive that make noise. You might start by taking the side off the computer and listening carefully.

What kind of information do you want me to provide!?!!

I've isolated the parts both on my original system(Dimension 3000) when I had it and on my replacement system(Dimension E310) that I have now. When I remove disconnect the hard drive the LOUD buzzing,clicking,ticking,laser noise isn't present when I turn the system on with hard drive not connected. All usually happens when I disconnect the connectors/plugs to the hard drive is a beep noise because it's DISCONNECTED.

Ok, that narrows it down but not completely. Here's my suggestion. Using standard static-avoidance procedures, remove the side from the case (leave the case in an upright position). Without disconnecting the drive, slide it out from the drive cage and set it on a box or some other non-conducting surface. Fire up the system and see if the drive itself is making all these noises or if it only happens when in the cage. Try this with and without the plastic guide bracket. If the drive is still making noise without the bracket, then you should contact Dell, explain what you've done and request a replacement drive. If the drive is OK, then contact Dell, provide the details of what you've tried, and ask for a resolution to the noise issue.

I removed the hard drive from system and removed blue cage and I still heard the ticking/clicking/buzzing/laser noise while the computer was on and it wasn't in the system.

Dell suppose to test the hard drive before sending it to Techinican to come over and put it in.

I keep wondering if I have the computer surrounded with too many things(Like the tv,phone,the ac adapter to a hp laptop.)

Ok, great! That certainly narrows it down.

Hard drives are not the most sensitive components in a computer. So I wouldn't think those other items would be causing a problem.

Good luck with the repair and post back to let me know what happened.

I could attempt to do that but don't know what it might do help the hard drive.

So you don't think it's because I have the AC Adapter to a laptop and cordless phone,Dish receiver and a tv plugged into the same electric outlet stick?

I've had the hard drive replaced so many times I'm tryin' remember.lol Between both the original computer and the replacement computer I have now... This would be the fifth or fourth time they've had come and replace the hard drive for the same problem.

Dell is suppose to test the hard drive before sending it to the techinicans this time. So I'm hopin' for a Good Hard Drive this time.

I don't know. That sounds like a lot of stuff to be plugged into one outlet. Do you have any other options? Even if the computer were put on a different surge protector in the same outlet it might help.

As I said, this probably has nothing to do with your hard drive unless your system is being shut off improperly.

If the hard drive isn't making the noise, and the noise "isn't in the system", then it's coming from another device?

I'm going to try this again, I don't think we're communicating...

1) You removed hard drive from the system.  Correct?  Please answer yes or no.

2) Then you turned the system on.  You still heard the noise, correct?  Please answer yes or no.

If #1 is yes and #2 is yes, then it's not your hard drive.

I would advise you to get a piece of garden hose, or a papertowel roll (cardboard) and hold it to your ear and narrow down the search.

I'm just tryin' figure out what keeps causing my hard drives to make noises like that.

I want to know if it's like somethin' I'm doin' but I don't think so.

Rickmktg-

No see I isolated all the parts in the system before. When I remove the power cable and the other plug from hard drive and turn on the system all there is ... is a beep noise because the hard drive is disconnected from the system.

When I have the hard drive connected and I remove hard drive out of the system but it's still connected and remove the blue cage around hard drive and the system turned on... I hear the LOUD clicking,ticking,buzzing ,laser noise from the HARD DRIVE.
