HD error code 2F00:0D19

The power went out the other day while the computer was on and now it won't reboot.
 
I spent over an hour on the phone with Dell tech support, at what cost?  They sent me a new DVD drive and the software disks.
Afterward, I managed to run some hard drive diagnostic tests and during the System memory--wchmch test, it failed and this was the result:  error code 2F00:0D19 
System memory failure.  Read 0000000000h, expected F7F7F7F7F7h at address 03EA8000h.
Suspected memory component located on system board, at label channel ADimmO
 
The drives D and E don't spin, so I can't boot from a disk, either.
 
Is there hope?  Should I just buy a new hard drive and reload all software?  Are all files and data unretrievable by a computer layman?
 
Any help would be greatly appreciated.

That is not a hard drive code, it is a Random Access Memory (RAM code)
 
If you have more than one memory module, try them one at a time, see if the system will boot with one.  If it does, and the other causes an error, replace the one causing the error.
 
If errors occur with both, the motherboard could be the problem
