Help...cannot go into Windows

I have a Dimension 4700.
 
When I turned it on today, it told me that I did not shut down my system properly and it gave me the 3 options on starting it.  I chose "safe mode"  it started to go thru the normal routine, accept all of a sudden I get a message that tells me my files are either "damaged, corrupt or missing".
 
Do I need to reinstall my operating system software? 
I can't locate the software?  Can I order a replacement?

First find out what caused the issue - a failing drive is a very real possibility.

Boot, press F12, Dell diagnostics, extended test on hard drive.

If you received your computer after 7.15.04, then you should be able to use the following Dell PC Restore Image.

Contact Dell to obtain the XP reinstallation CDs.   If you have a hard drive failure, you will most certainly require them. Dell may try to talk you out of requiring them, but you should to be politely persistent about it.
