Inspiron 600M--Stop Error Screen Problems

My computer will not start and load Windows.  I get a screen stating that it did not shut down properly and then asks me to choose how to restart my computer and gives several options.
 
However, choosing any of the options results in the following message:
 
A problem has been detected and windows has been shut down to prevent damage to your computer.
 
If this is the first time you've seen this stop error screen, restart your computer.  If this screen appears again, follow these steps:
 
Check for viruses on your computer.
Remove any newly installed hard drives or hard drive controllers.
Check your hard drive to make sure it is properly configured and terminated.
Run CHKDSK /F to check for hard drive corruption, and then restart.
 
I just cannot get to any screen other than this.  Not sure if this is a virus, or some other issue, but if anyone has any ideas that I could try, let me know.

Prime suspect for a cause would be a failing hard drive.

Power on, press F12, load the diagnostic partition and do the extended (NOT quick) test of the hard drive.

Ran the diagnostic on the Hard Drive.  Received "Test Passed" for each inspection.
 
Tried starting computer up again, received same messages.

If you can't get Windows to load, and you're sure the drive isn't faulty (i.e., you ran the 90 min-2 hr test, NOT just the quick 10-min one), you're likely going to wind up reformatting and reloading Windows.

I did run the extended test of the whole computer, and I ran the test just on the hard drive.  Both times, I received the message that all tests were passed.
 
So, with reformatting and reloading Windows, I'm going to lose everything, correct?
 
Should I have a CD to perform this?
 
Any last tips or options before I go ahead and do this?
