Loading PBR For Descriptor 2... Done Error Message

This is how the problem started... I was doing a full system restore with the Symantec Tool (CTRL F11) this is not the first time ive used this tool before. Well about 50% into the restore i recive an error message saying some files were not found... leading to a reboot. After the reboot ive gotten a black screen saying "Loading PBR For Descriptor 2 Done... a disk read error has occured" each and everytime. Ive tryed to run the Symantec Tool again but it says the "Error EC950025 Cannot Find A Factory Recovery Point On This Computer." Ive tryed turning off the USB Controller to NO BOOT and unplugging all USB Devices but that did not work. I Cant speak to a Dell Technical Agent because i am no longer under warrenty and refuse to pay to speak to one. Ive ran a Express Diagnostic check and received this Error code 650F:136C. Is the problem my hard drive and does it need replaceing? At this point im am clueless on what to do to resolve this problem.
