Memory Address Line Failure...HELP!!

I REALLY need some help with my laptop!!. Everytime i boot up the laptop i get an error message stateing that there is a "memory address line failure at 020000000 expeting FFFFFFFF.. Decreasing amount of availible memory". If anyone knows how to fix this problem it found be great!
 
P.S. This problem is also affecting the internet (No internet connetion at all!!?)  and the speed of the laptop!

You need to tell us what model Dell you have. Some of them develop bad RAM slots and occasionally a RAM module will go bad.

@leduke30 I hope this reaches you after such a long time

I'm trying to get an old Vostro 1310 back in functioning order (even if not 100%) but it gets some memory errors and running Memtest86 gives me some failing memory addresses.

I'm in hope of telling the OS (Windows 7. The memory errors prevented me from upgrading it) that those addresses are bad and should not be used.

When Windows boots up, it starts screaming with alert beeping sounds probably because it couldn't use those addresses. This doesn't happen all the time. Sometimes I'm able to start it nicely, generally after restarting from such an error.
