Found the following text at this HP support website:

If the software has already been installed and a missing file message appears, follow the steps below to resolve the problem:

Leave the error message on the screen. Click Start, click Find (or Search), and then click Files and folders.

Type the name of the file exactly as it is reported in the error message into the Named text box.

Verify that the C:\ hard drive is selected in the Search in box and then click Find Now.

If Windows finds the file, write down the name of the folder where the file was found. If Windows does not find the file, search the HP all-in-one CD for the file.

After finding the missing file, return to the missing file message and select the option to locate the file manually.

Using the Browse option, direct the installer to the location of the file.

Also in doing a search for this dll, you are not alone. Several people have posted the same complaint.
