Missing NTLDR FILE

hI- i have an Inspiron 4000 - this is what i have done unfortunately- defragged- was able to boot up about 3 times - than got blue screen 'unmountable boot volume' - read on these threads to re install windows xp from drive...and did r /chkdsk and p /chkdsk  ok, and attempted to reboot...but now it's NTLDR file missing and won't boot.  took the disk out...and cntl/alt/del but beeps again.
then tried to change booting seq, again nothing but beeps- ok now am reading and seeing to copy this file over to my c drive, but guess what everyone...i can't even get there.....
 
Is there anyone out there that can help me? where do i get these files? adn how do i get it back into my c drive....
sorry this is getting annoying...am on my work pc and looking for answers

Remove the drive, mount it in a 2.5" external USB shell and attach it to a working system. Copy the data you need.

Then return the drive to the notebook, boot the blue and white Dell Drivers and Utilities CD and do a thorough test of the hard drive, including a surface scan.
