My XP OS cannot initialize explorer.exe

When I boot up my computer (Dimension 4550) I select a user profile and then I get this:

explorer.exe - application error
The application failed to intiailize properly.
0xc0000005
click OK to terminate the application

Since clicking OK is my only option, I click it and all that happens is my wallpaper shows up, but I get no desktop icons or explorer bar at the bottom of the screen. I can run some programs through the task manager. I cannot get online. I am using my work laptop to get online currently.
I have attempted to use my wife's profile on the Dell, but I get the same problem.
I have tried to go into "safe mode", but the problem exists there too. I have contacted Dell Tech support and he told me to use the XP disk to reinstall XP. Minor problem with that though--I do not have the XP disk. I never recall even having one. I have all the other the disks though. I have had my system for about a year and a half.
Is this a virus or is it something with my computer itself?
This started 4 days ago, when I was attempting to dial into my ISP and it kept kicking me off saying my password was incorrect. The password is saved in my computer so I don't have to type it in. I retyped it in several times and kept getting the same error. I gave up until the next morning, and tried again. I got online and got an error message that I paid no attention to as I thought it was residual from the previous night problem. It said something about a .dll file.
I rebooted my computer and you know the rest.
Any ideas or thoughts?
Is it possible to get a replacement XP recovery disk?

Could be a random event, could be a virus, or could be a sign of impending hard drive failure.

Chances are good you're going to need to reinstall WIndows at least partially, so if you don't have the operating system CD that shipped with the system, you're going to need to go and buy a new copy of Windows first.  Microsoft doesn't allow OEMs to replace lost CDs - damaged ones within 90 days, yes - but lost, no.

You can try getting into Safe Mode, but you'll still need a Windows CD eventually.
