"Operating system not found" JE3D5

This is my dad's computer. He starts up - the blue Dell screen appears and then the message "Operating System not found" appears.
 
I have had the hard drive out and attempted to connect it up as a slave using a USB to IDE/ATAPI device but the disk doesn't spin.
 
Soes this mean that the disk is dead?
 
I have also entered the setup menu.
 
There is no Primary IDE Master in the Advanced tab.
There is also no device listed in the Boot>HardDrive menu
 
The JE3D5.
 
Please help - this disk has all the photos we have of my 9 month old daughter and my dad has not taken a backup

Reseat the cables to the drive. If it doesn't show up, it has failed.

The cost isn't trivial, but if the drive is dead, it's your only hope.

Thanks TC - though I'me not sure I like the answer. 

Can nobody tell me that "Top Contributor" is wrong and that my pictures can be saved without selling an organ to pay for it?

The only way to know is to buy another drive, reinstall Windows/drivers/apps and after everything is running properly, try to add the old drive back into the system.

Note that some companies offer disk drive repair services that may obviate the need for data recovery; otherwise, "The cost of a recovery procedure falls between $600 and $4,000 - depending on the delay and the extent of work involved."

If you can get the drive to be seen by the BIOS, you may have hope. If not, data recovery is the only option.
