OPTIPLEX CD DRIVE NOT WORKING

The CD/RW drive on this Optiplex is not working.  Everything is connected properly, and the cd drawer opens fine, however it does not seem to be recognized.  How can I fix this

Does it show in My Computer?
 
Does it appear in the Device Manager and is there an Error Code present?

ITS NOT IN MY COMPUTER, THE ONLY PROBLEM IS THAT MY COMPUTER WILL ONLY START IN SAFE MODE SO IT WON'T LET ME CHECK THE HARDWARE.  THIS COMPUTER HAS A LOT OF PROBLEMS BECAUSE SOMEONE TRIED TO "FIX IT" AND OBVIOUSLY DIDN'T DO THE JOB.

Then that is a different situation.  Look in the Set-up (BIOS) and find the
Secondary IDE Channel.  See if the drive is there and that the channel
is set to AUTO or ON.
