That question is so general that a solid answer is hard to give.
Which specific Optiplex model? What chassis size?
The mentioned motherboard problems are mostly limited to the GX270 and GX280 models, but it's not Dell unique; various vendors have run into the capacitor issues.
As for harddrive problems; I personally wouldn't ever buy a drive that the retail version comes with just 1 year of warranty, but Dell uses whichever brand is available to meet the specs of the ordered drive (which used to often mean Maxtor, which I'm personally not a fan of). Recently I've seen more use of Seagate drives, but others are being used as well.
