Packet Writing is a format used for "drag and drop" recording, using an
application such as Roxio's Direct CD, Nero's InCD or Sonic's DLA.  The
data is written in fixed or variable size packets.

The DLA program (part of Sonic RecordNow) is your packet writing software.

The built-in Windows XP CD writing function is not packet writing.
