Partitioned hard drive with full drive C. How change primary drive to E?

My partitioned hard drive has 6GB.  C, D, E each has 2GB. C is full.  D is mostly empty, E is empty.  Everything I look at tries to load in C, causing messages "Your drive is full."  How do I get most new files and folders to go to E?   Windows 98 Device Manager won't allow me to change the order of C, D, E (even though these appear in a box with a blinking cursor).  How can I make E my primary drive? Anybody?

You can't, at least not without repartitioning and reinstalling everything.

The first partition on the first physical drive is C: to all DOS-based OSes (DOS/95/98/ME);  that cannot be changed.

Your best bet is either to clean up your C drive (there's no real way to stop programs from installing components to the Windows directory and adding to to the registry), or back the system up, invest in a utility like Partition Magic, and resize the partitions.
