Thanks but i want to see if theres anything ese I can do because re-installing windows xp is my last resort. I mean its pretty bad if one thing screws up you have to re-install ALL of windows xp. So please help.
Ok I found out that I have all of the msconfig files the one in the system32 folder msconf.dll and the one in the binaries folder msconfig.exe, however I cannot get my computer to start up normally or access msconfig from the run menu. When my computer starts up on 3 of my 7 taskbar icons appear. I looked in msconfig(going to it manually by clicking it in the binaries folder) and they are all still selected. I also did what that article said, expand file and it expanded it I think just it still doesnt work. Please tell me how I can fix this.

At the bottom of the "downloads" section is a copy of msconfig. You can try reinstalling it.
