Thanks Dave, I'd actually found that very link while searching on google. I'll admit though that I didn't read through it the first time, but I did this time. Well, now the answer to my initial question of whether or not I should partition is definitely 'yes', I suppose the answer to whether or not I should install program files on the primary is 'why not?'. In that writeup there was an example of how the author would partition a HDD, and "all normal program/apps" would go on the same partition as Windows XP, so I suppose I'll go that route.

Good info though, I had no idea that you should never fill an NTFS file system more than 85%, and I had too, perhaps that's why the hdd on my inspiron takes so long to access. I'll take that little tidbit with me ;)

At todays cost per MB it almost makes more sense to add a second drive rather than use partitions.
