What is the best way to completely reboot my computer so that it was in the same state as when I bought it? Thanks!

When posting, it helps to include the computer model and version of windows.
If you have a Dimension and Inspiron system that shipped on or after 7/16/2004, then you should have Dell's PC Restore by Symantec Utility on the hard drive, that restores the system to factory condition.

Then the closest to factory condition you can revert the system to, is a clean reinstall of XP.
First, did you disconnect all the peripherals from the system except the keyboard, mouse and monitor.
How to configure Dell Dimension series system to boot to the CD or DVD drive.
This XP reinstallation guide should be helpful.
Remember to delete all partitions and recreate them, when prompted.
