The memory isn't that important, but you're sure about the possibility to replace the hard drive? I'm only going to buy the Dell portable if I'm sure I can use the other hard drive.

Hard drive should be as long as it's EIDE; memory, unknown unless you can provide the type and model number.

Sorry, I'm a nitwit, what is EIDE? With respect to the memory, it says Apacer UNB PC2700 CL2.5. Does that tell you anything?

The hardware will work, yes. If you mean you want to transfer a fully installed copy of Windows from a Toshiba to a Dell, then no, that will not work - you will have to reformat and reinstall Windows once you move the drive. If the Toshiba system has a hard drive password, the drive will not work in the Dell, so be sure you remove any system/ hard drive passwords before you attempt to format the drive in the new system.
