Replacement HD

 
Is there a page that explains the replacement hard drive received before 30 days will have the operating system on it, and after it would be a blank HD.

There is no such policy. Within the 21 day satisfaction guarantee, you can return the entire system for a refund or replacement for any reason, but if you opt for a replacement drive it will arrive blank and need to be reloaded manually.

I don't believe there is such a page, you could try eMailing Dell's Technical Support about it.
