slow start up

Question

My computer all of a sudden takes a really long time to get to the OS screen. When my computer finally is ready, it's fast, but it just takes a long time for it to start up. I've already tried defragmenting. Any suggestions?

Power on, F12, Dell diagnsotics, extended test, hard drive. If the hard drive passes the extended test, does the system start up any faster in safe mode (f8)?

then i did an express test and an error message appeared saying error code: 3600:0649. Msg: Invalid AC adaptor reported. I don't know what that means...

I did the test and it failed to pass the Short term memory or something and said something about 76 MB. So now what do I do?
