Follow the instructions to remove the keyboard. Once you have removed the keyboard clean any dust off the ribbon cable and reseat the keyboard. This often alleviates the problem of stuck keys caused by a loose connection to the mainboard.
However it is worthwhile for you to run full system diagnostics as I suspect there might be some hardware issues. See Windows Reinstallation Guide/F12 Preboot Diagnostics (page 374):
If the hardware diagnostics pass then the suggestion would be to perform a clean install of Windows. In general I would not recommend reinstallation of Windows XP as it is reaching end of life however as you are tight in funds you may need to do so. Just be careful for more information see:
As you are interested in working with IT you may want to build up some experience with Windows 8.1, in this case you can install the 90 day of the enterprize trial, this system will only likely take the 32 bit version:
This will instruct you through the installation process. Keep in mind that this system is a media direct system and media direct partitions should be set up (Step 7b) before installing the OS.

You need to install the chipset driver. Post your system model and operating system version if you need to know exactly what driver to install.

Install the system software (under System Utilities) and then the chipset driver (under chipset).

It's time to get upgraded - XP goes end of life (no more security updates) in just about five months (April 9l, 2014).

If it's beeping, check for a stuck key.
You need to install your card reader and audio drivers.

Okay your model no is an Inspiron 6400.
As mentioned it seems that you might have a stuck key. Please refer to the Service Manual:
