if you get another hard drive, put it on the the data ribbon and configure it as master, the cdrom as slave, and see what happens. it might work.
if not , you will have to get a controller card. you can get a promise ata100 tx2 controller card for $28 at http://www.newegg.com. no need to get a ata 133 card, dells won,t support that speed.
the other option would be external drive.
if you can,t find a bracket to bolt the hard drive too inside your dell, i believe you can buy a universal mounting kit , have seen em.

1. If I purchase a controller card, where do I put the new harddrive? The two hard drive bays are obviously occupied.
About how much is a controller card?
How do I connect the new card to power?
2. You mean, I can't mix the DVD and new harddrive on the same IDE chain?

1. controller card
