What PowerEdge model are you using there? Can you point to me which OMSA file did you download and installed? Can you do a screenshot of the login screen before you login? When it returns back to the login screen, does it return with any error message, like such credential error? What IE version are you on?
PowerEdge R730, Windows Server 2016 Standard, IE 11.3564.14393.0 Update 11.0.180
Install file is OM-SrvAdmin-Dell-Web-WINX64-8.5.0-2372_A00.exe
I'm afraid I can't do a screenshot (corporate policies), but everything in IE looks completely normal to my eyes.
No error messages when I enter login and hit Submit; it flashes to another page for a split second, then goes back to the same URL as it was on before (https://localhost:1311/OMSALogin?msgStatus=null)
9.4.0 looks good. I first tried 9.1.0.2, but it didn't work.
After I opened this post, I found I had 3 other servers on the same small domain, same OS, having the same problem.
I also tried connecting from another system on a different domain, Server 2016, IE 11.1884.14393.0, Update 11.0.48, and it can log into the 8.5 version on those problem systems just fine.
I'm going to compare the IE settings and GPOs between the systems, to see if I can identify any differences.

Can you install latest OMSA 9.4.0 and try it

I have had the same issue with various versions of OMSA. I always find that Chrome works fine but IE and Firefox do not.

Additional info:
I tried accessing the OMSA from another system, Server 2012 R2, IE 11.0.9600.19650 Update 11.0.180, with the same result (no error message, same URL)

Can you add IP address of OMSA to Internet Explorer Trusted Sites and try login

I tried it in both the Local Intranet (set to Low) and Trusted Sites (Medium-Low) zones; identical results, still "loops" back to the same screen.

I couldn't find any significant difference in settings or policies.
I'm going to chalk it up as a change in patch versions, and mark "upgrade to 9.4" as the best answer.
