Decreasing CPU Frequency after DC Adaptor disconnect.

After I disconnect a wire from DC Adaptor, frequency of CPU decreaces from 3+ GHz to 0.1-0.2 GHz, it makes working in mobile way impossible. I have checked Power Management settings in Windows, also bios settings, and also have updated bios to actual version, nothing of these actions takes effect.

Who can to suggest me, how I can to solve this issues?
