Dell Dimension 4700 and Windows 10
I have a Dell Dimension 4700 with an added Sapphire Radeon 6450 video card that is successfully running Windows 7, SP1, Home Premium, 32-bit. Do I dare try to uprade to Windows 10?
I also have a laptop, Dell Inspiron 14R, with 64-bit Windows 7, Home Premium (much newer that the desktop). Same question - can I upgrade to Windows 10?

I use Windows 10 64-bit on my 4700 and it's great but I upgraded most of the hardware including the CPU and PSU just not the MB (because it uses proprietary front panel connectors and stuff) so YMMV.
If you never maxed out your RAM to 4 GB in the past and only have 512 MB of RAM and a Pentium 4 520 or similar like my first 4700 came with then it won't work. If you do have 4 GB of RAM (minimum 1 GB for 32-bit or 2 GB for 64-bit) and your CPU has the NX/XD bit then you can install Windows 10 32-bit/x86.
If in your A10 BIOS Setup under "Security" there's an option called "Execute Disable" and Execute Disable Memory Protection Technology then your CPU has the NX/XD bit. If you want to install 64-bit Windows 10 then your CPU also needs to support CMPXCHG16b, PrefetchW, and LAHF/SAHF.
