Optiplex 7060 can't activate Windows 11

My user has an Optiplex 7060 where it got upgraded to Windows 11. It deactivated and there seems to be no way to fix this. Attempting a manual activation results in the error, 0xC004F012. I tried rebooting after running the following script:

net stop wuauserv
net stop cryptSvc
net stop bits
ren C:\Windows\System32\SPP\Store\2.0\tokens.dat tokens.old
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
netsh winsock reset

However, this made no difference. We also updated the BIOS and the error persists.
