Citrix Online Pugin

The Online plug-in creates a shortcut on the desktop yet upon clicking on icon from desktop I receive the error: This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. 

Is there a setting that I am missing when logged in as User? Under administrator the shortcut works fine.
