XPS 8930, Upload Speed Dropping

Hi All,

I'm at a loss as to what I can do to fix this, last time it happened it was a simple fix by getting a new ethernet cable. However now that did not work.

My Specs are as follows

i7-9700

RTX 2060

16GB Ram

Killer E2400 Ethernet

 

Now for the problem - I have gigabit internet, and my download speeds would hover around 800-900Mbps, while my upload would sit around 500. Now they the upload is dropping to around 100...but the 100 isn't a "stable 100" as trying to stream at a 6000 Bitrate on twitch yields me dropping frames constantly, so I'm stuck on 3500. Now the last time this happened I bought a new cable and all was back to normal. I also got my brother to run a test on his PC, with his results being 800 down 400 up. So that rules out the network being the issue.

 

I've tried - IP release/renewal

                 Disabling Large Send Offload

                 Uninstalling Re-Installing Drivers

                 Full Network Reset

                

Is there anything I can do or is this an issue with the card itself? Like I said, its only my upload thats affected and it doesn't seem like its actually a full 100, when trying to upload/stream I can barely above a 3500 bitrate without it causing frame drops on OBS.

Thank you.  Followed instructions, removed Killer App, deleted Temp files.  Then installed latest version.  Installed with optimization off.

Dell have replaced my motherboard but that didn't solve it.  I was told I had to reinstall windows 11.  Eventually. it worked but then problem started again.  i had to keep rolling my pc back, system restore etc.  Thank you again.  Brilliant
