XPS 9570 USB Type C power output

Hello,

The USB 3.1 Gen 2 Type C port specifications claim that it supplies configurable 5V up to 20V 5A.

My Dell XPS 9570 has x1 Gen 2 Type C / Thunderbolt 3  combined. If I plug couple of 12V USB Type C Cooling Fans into it (0.13A) will it work and is it going to be safe for the motherboard? Which is the component to decide whether to supply 5V or 12V for example?  Have Dell made in restrictions to the port itself or does it come with the stock specs listed by the manufacturer?

Are there any release notes by Dell on this topic where I can find detailed information on the XPS 15 ports such as voltage management, max power output, Watts limitation, what devices can it power up and so on.
