Power plan problem low fps

Hello

When I play, I only get a few FPS.

With Dell Power Manager, I've set it to "Optyimized" and I'm seeing with nvidia-smi -q -d POWER that the 'Current Power Limit' is at 35 W.

With 'dell power manager' I've set it to 'ultra performance' and in Windows the power plan to 'high performance', but with this plan I get a maximum of 20 W ... low fps

How is this possible?

I already have all the Win 11 updates and NVIDIA drivers installed.
