Latitude 5480 Bios, Post, sleep issues

Hi -

I've been having issues with my Latitude 5480 for a while now.. here is a quick rundown.

1 - Post takes forever before getting to the Dell Logo. From clean start to reboot or whatever, im left with a black screen for about 45 secondes before i get to the dell logo, then black screen then dell logo again with spinning circle.

Once this is out of the way, computer operates normally.

2 - Its impossible to put the computer to sleep. I tried everything i could think of from fast boot, clearing hiberfil.sys file, safe mode etc. If i hit sleep, computer behaves as if going to sleep, screen goes black, fan goes 100% for a few seconds, then reboots...Long post and yadda yadda.

Hibernation DOES work though. weird...

3 - I tried going through the update BIOS route in case this is would be fixed by BIOS update but its impossible to get the bios to update.

I tried the windows method - the f12 boot menu option and FreeDOS boot utility method.

Everytime it seems to complete, reboot and back to long post and back to windows.

 

I am running Windows 10 - 16go of RAM - SSD

Bios version 1.7.5 from October 2017.

I tried updating to latest version and also one increment up from my current version. No go...

I tried restoring bios defaults, clearing by removing battery and CMOS battery. I did notice than one connector is empty. It is the most left connector in the left yellow rectangle showed here.

I am running out of ideas and losing sleep not figuring this out.
