My daughters PC is failing to load windows -

PSE Test: 

Test Results: Fail

Error code: 2000-0142

Validation: 7369

On startup loads 'Dell Inspiron - Press F2 Setup F12 Boot Options " then stops with 'Press ctrl+alt+del for recovery" but when you do repeats cycle.

Disk IS appearing in BIOS - WDC WD3200BPVT-75ZESTO

Unfortunately she doesn't have any boot disks - is there any where I can download these from the Dell website or can I create some from another PC - have a Dell Inspiron 1546?? ?

Also any help with the error would be appreciated.
