Setup not recognizing drives

I am getting a boot message from the Intel boot agent that says "No boot file name received F1 to retry F2 for setup".  Repeated attempts have no effect, and turning the system off has no effect. Setup shows that neither the hard drive nor the CD is recognized (AUTO says not recognized). I am reasonably expert, so I tried to unplug and then replug the interface cables on the mother board to the hd and the cd. No help there either. (I did not try with the power cords.) I am not sure about what to do next to trouble shoot this. It seems to me that the system cannot boot from hd or cd so tries to boot from the network using the MAC address and fails. So I disabled the option to boot from the NIC - no help. The message changed to say no boot drive available, but otherwise the situation did not change. Any ideas on what I should do next to troubleshoot this?
