I have saved all my information from my C drive to another drive. I am trying to format C drive from windows and dos and cannot. I get the error that something is running. I do the ctrl/alt/delete and nothing is running. I just want to format the drive as it is running slow.

I have a Dimension 8200 that is I guess 5 years old. I have a 120 HD with windows XP. This should be easy but not today.
