Keyboard issue

Problem:

Since I started using this out of the box laptop there is a problem with one keyboard button that gives the wrong output on the screen.

Keyboard layout is set to Belgian French which is correct.

There is a button that has three functions:

• When you press the button normal followed by a vowel it gives you this vowel with an circumflex on top of it. For example â (Keystroke Alt+0226)
• When you press the button when holding shift followed by a vowel it gives you this vowel with a diaeresis on top of it. For example ë (Keystroke Alt+0235)
• When pressing the button with AltGr it gives you left square bracket  [ (Keystroke U+005B)

Now the problem is as follows:

• When you press the button normal it gives you immediately a diaeresis (Keystroke Alt+0168) so this is wrong.
• When you press the button when holding shift it immediately gives you also a diaeresis (Keystroke Alt+0168) so his one is also wrong.
• When pressing the button with AltGr it gives you left square bracket  [ (Keystroke U+005B) so this one is ok.

What we have done:

We contacted Dell support. Sine this is a brand new laptop they visited us and replaced the keyboard. They also replaced the motherboard but no success.

During second visit they replaced the palm rest (where the keyboard is connected to). No result.

Now, meanwhile we discovered this problem also occurs when using an external keyboard and even when using the on-screen keyboard.

We also updated all drivers from the keyboard and also uninstalled the keyboard and reinstalled. Also by adding a new keyboard layout the problem persists.

Now, our IT guy also has an account on this pc and when uses his account there is no problem anymore with the keyboard.

So it looks there is something in my account that is causing the problem. Or could it be something in the registry?

Nobody seems to be able to point out the problem so I was hoping to find the information on this forum.
