I have a Optiplex 990 SFF.  PCIe slot2 works fine with the USB3 card that came with the PC.  Unfortunately, the BIOS (A07)  claims the slot is empty when I sub in either of the two Sil3132 (Rosewill RC-219) cards I have.

Any advice?
