If the disk works fine on your cd-rom but fails on your DVD that would seem to indicate that there is a problem with the drive itself. Is this a frequent problem that you are having with multiple disks?
Please click on the CD/RW link in post and scroll to Section 15, articles 14 & 17, At times after a firmware some drives revert to PIO mode rather than DMA. If this does not help, same CD/RW link, Section 12, article 3 from Dell-Stephen, if it fails this test, please contact Dell bye phone, state all the things you have tried including Stephen`s article. More than likely Dell will replace the drive if under warranty.

Yes I have the problem with multiple CDs, only with Samsung DVD reader.
