I guess you can manage with a 1.8 centrino-processor, 512 Mb Ram, a 7.200rpm harddrive, but I would suggest you buy a bigger harddrive (100GB??) and connect it by firewire, and put your captured videofiles on that disk, because videofiles is taking a lot of harddiskspace and if you fill up your internal harddrive, the computer will be so slow, so slow.
It all depends on what type of video-editingprogram you will use...
