One more note...both IDE drives are set for Cable Select and appear to be working just fine. The system seems to run perfectly fine except for this hard drive issue, which also seems to slow down software installs substantially.

Here's an update on the slow transfer speeds...

Turns out that the PATA/IDE hard drive was not identified in the BIOS, and it's anyone's guess how/why windows recognized it. I tried several thing to get it recognized, and ultimately the answer was to force the drive to master and the CD/DVD to slave. The default for the CDROM is cable select. Once I forced them to master & slave the BIOS saw the drives and the file transfers ran like a champ.

Hope this helps anyone else that might have the problem.
