Using the Advanced Forum Search on the bottom of this page, you can quite easily find the answer to this often asked question.

Sounds like you reformatted or repartitioned your computer.

Try this:
 
1) Shut down.
2) Unplug all external devices from the 700.
3) Press Start button.
4) Immediately press Control and F11 and repeat pressing them together about two or three times during display of the blue Dell BIOS screen. Important: Before the blue BIOS screen disappears, continue to hold both keys down until the black screen appears and the computer beeps several times. Then let the keys up.
5) You should see the Dell pc restore screen.
 
You may have to try this several times, each time from shut down.
 
Of course, if you have modified your hard drive by repartitioning or by removing Symantec Restore under Add/Remove Software control panel you won't be able to use this feature.

Strangely enough the ctrl+f11 never worked, but I was able to resolve it by running ptedit from a bootable USB flash drive.

Not strange at all if you had modified your MBR by reformatting, repartitioning, or repairing Windows.
