This question has been answer hundreds of times.  7% is due to the way hard drive manufacturer's report the size.  A 60gb drive is really 55.8.  Sounds like that's what you see.  http://support.dell.com/support/topics/global.aspx/support/kb/en/document?dn=1024750

Your system has nothing hidden, the Restore Partition would be 3gb or so.  Utilities, if installed, take like 40mb, not anything you notice.

If you click on your Harddrive in My Computer and select Properties, you will see both Base-2 and Base-10 figures
