CD medias are only CD-R (Write Once Only) and CD-RW (Rewritable).
There are no CD+ media.
On the other hand, DVD Media has DVD-+R and DVD-+RW.
Now for your video: Your video files has to be MPEG1 (VCD) or MPEG2 (SVCD) compliant to be able to be viewed on a DVD Player.
Also it has to be burned in a VCD/SVCD format.
If your software creates VCD / SVCD Compliant CDs, it should work in your DVD Player.
It's been so long since I've done a VCD but I think it needs the same dirs as a VideoDVD.
2 dirs are needed --> AUDIO_TS and VIDEO_TS.
I know those are needed for a VideoDVD but I'll have to reach/create a SVCD to remember what dirs are needed, and where to put those .MPG files (Directory).
If your DVD Player is recent, it should read both CD-R and CD-RW.

For me, wmv files can be burnt onto cd by just using "create data cd" with nero software. The only difference i see with using the vcd or svcd burn option is they create a menu for you along with the movie files onto the cd. However, if the .wmv file is just one file, i think there is no need for a menu. So i recommend just burning the .wmv file using "create data cd". As for if your dvd player is able to play the file is dependent on the brand you brought.
Another consideration is that fewer and fewer DVD players will play video CDs anymore. If you go to http://www.videohelp.com/dvdplayers and enter your make/model DVD player, you'll be able to see what formats it can read.
