I have no idea what "Reseating the Hard Drive" means, or how to do it...

Reseat the hard drive. Check the BIOS setup - if the hard drive isn't there, chances are it has failed.

Unplug the connections to the hard drive and reseat them.

I have no idea how to unplug the connection to the hard drive (and reseat them).  do I have to open up the computer?
