Dell would no longer support the OS/software on the unit (hardware warranty is not voided by upgrading the OS), but thru an upgrade process you can probably get Windows 2003 on the system. However if you ever need to reinstall the OS, you'll probably need to install Windows 2000 first (factory OS recovery procedure) and then upgrade to Windows 2003 again.
Alternatively, you could look into buying a PV745N, which comes with Windows 2003 by default.
