What burning software are you using? Under the properties of the drive, is there a check mark in the box "Enable CD Recording on this device"?

I decided to not rely on Dell and rebuild the machine physically as I would have done if I built it myself. (This is my first Dell, not very impressed so far).
I changed the DVD to Master and the CD to Slave (they were both on cable select). I uninstalled the drives and the IDE channel.
Rebooted twice and the problem seems to be solved.
