It's not clear what you mean by 'having no internet' ...
Do you mean that you have went into Windows Networking and used the Network Wizard to configure your old internet connection, and you did that and it can't configure that connection?
I tried installing the chipset drivers and it said that is didnt need to update. It seems that everything driver wise is still on the computer. When i went into the device manger and checked my hardware all things were recognized. There were no exclamation points anywhere. Im not sure if i formatted correctly or not. Everything else is gone and it runs very well now. I am thinking that maybe beacuse I am useing my cable modem instead of the person (my aunt and her kids) who owns the computer that there maybe a conflict with isp addresses. Under network connections it says the card is enabled and the lights on the back of the card are blinking. I assume that is a good sign. Also my modem says there is a connection the computer does too it just won't open the internet. I am going to bring it back to my aunts and try using her modem. i hope that works but that is too easy of a fix. Any other ideas??

Stevo, after reinstalling Windows did you install the chipset driver first from here:
http://support.dell.com/support/downloads/devices.aspx?c=us&cs=19&l=en&s=dhs&SystemID=DIM_PNT_P4_4300S&os=WW1&osl=EN#
along with other needed drivers, such as video, audio, etc. There is no Realtek ethernet driver shown, did you install that card yourself?
