You can't expect any help unless you provide a lot more detail. Exactly what does not work? You've tried "all of the driver, chipset updates". Ok, those are two things that generally aren't a problem. What else?
Well, it reads dvds and cds yet does not burn them. Here's the copy of the message:
"Cannot Complete the CD Writing Wizard. There was an error in the writing process. The disc you have attempted to write may no longer be usable.
What do you want to do?
-Eject and try another CD etc..
-Delete etc..
-Save and try later etc...
CD software developed under license from Roxio,Inc
Clearly I tried many DVDs and different brand of CDs, same message keep popping up. I also turned on DIE 1-3 to "on" from BIOS, yet the system did not accept them...
Furthermore the you provided once regarding clearing NVRAM is no longer there, was deleted:
1-) Mine is already set to 0 and actually said CDBurning.
There was one thing though. I dont think it was a major issue; the path was slightly different. Your link said HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Explorer
Well, Wizard uses Roxio by default, which came with the PC. I also tried Windows Media Player, for both data and a small music file, that as well encountered a problem. I am very frustrated... I both one of those USB Memory Flash things to take my data around...

Absolutely NOT! XP Burning is part of the OS and has nothing to do with any software on the PC.
You have not stated what firmware version you are using?
What version of Roxio is on that PC? – 5.3.5 is hit or miss on XP w/SP2.
Does the burner show any errors in Device Manager?
The more details you supply will lead to a conclusion much faster.

-I could not locate Roxio anywhere, so I don't know the version. I assume this software was designed by Roxio for Dell pcs...
- No error on Device Manager. That was the first area I looked into.
This is a very weird thing to happen. Ironically I had a friend in Miami had the same device and Dell ended up giving him a NEC dvd/cd-rw...
I called my Dell service here awaiting their answer...

Based on the error message and your search, you do not have Roxio software installed. The Roxio mentioned is part of the XP OS, licensed by MS. It is limited to burning CDs only.
However there must be some burning software installed and I am guessing that it is Sonic's. I would suggest disabling or removing the DLA portion.
I hope Dell will get back with you and fix you up with a different drive. At this point I wouldn't have any confidence in the Philips either!

I'll give you two things to try. First, see this recent post describing one forum member's success in fixing the CD burning wizard.
Also see How to troubleshoot issues that occur when you write data to a CD-R or CD-RW optical disc in Windows XP.
Again, the more detail when you post back, the more likely I or someone else can suggest where to go from here.
