First suspect would be a failing hard drive, given the age of the system.

Boot the Dell Drivers and Utilities CD and run an extended drive test.

Next cause could be malware:

Is Windows updated with all current critical updates?

Do you have current, real-time antivirus and firewall protection?

Have you scanned for and removed all spyware?

If the answer to any of the above is no, it's past time for a thorough security sweep of the system.

I just rebuilt it so I dont think theres any problem with those. Would updating to SP2 help fix this? I can;t find the CD that came with it.

No installing SP2 will not fix whatever problem you have. Did you load the chipset drivers? Just what makes you think you're NOT infected with something? It has been a fact for some time now that any PC connected to the internet can become infected within 5 minutes of going online IF you don't have the proper protection.

I have just rebuilt it. Nothing else. No connection to the internet. All drivers are up to date. Everything ran fine before but now it's slow while loading and I want to fix the problem.

Is it set to compatable mode in bios?
That would tend to make it really slow.
